André holds an engineering degree from the École Nationale des Travaux Publics de l’État and joined STOA in 2018, bringing with him thirteen years of experience, having previously worked for Proparco and the French Ministry of Transport. His role at STOA is to identify, evaluate and negotiate investment opportunities in Sub-Saharan Africa.
